The "flashlight" effect

Hey NS, I know how to make this effect using after effects but is there any possible way of doing it on vegas studio pro?? Hopefully someone can help me!!

and no, there is no way to do it with vegas

not all that hard
1st motion track where you want the light to follow this is sometimes difficult but can be done pretty easily
then you use the path that it gives you and use 3d stroke it's a particular plugin but its dope as fuck then you can play with a bunch of setting and sliders to get it to look like neon or what ever
and this is all in after effects...
