one word. Rationing. when you have something that everyone wants, and there is not enough for everyone to consume as much as they want. there is a from of weeding out who wants it, how bad they want it.
or we could just let someone in Washington decide who gets their prescription filled and who dies. that works too, i mean we dont trust the government with wire tapping, or telling us the truth on WMD's or on a whole host of issues, but yeah, ide trust them to divvy up the healthcare.
