Tamron 17-50mm f/2.8 Non-VC question

How important is VC (Vibration Compensation) when filming with a DSLR? Is it worth it to spend the extra coin for a VC model of a lens?

im sorry, im kinda new to photography but what does the "17-50mm" part mean? and f/2.8 stands for the aperture right?
