Swing weight

Assuming an even distribution, yes. But as a practical matter it depends more on whether the weight is closer to the tips/tails or the boots, which is why you see manufacturers saying that lightweight tips and tails lower the swing weight.
 
For me, somewhat. A super light ski will never have a heavy swing weight but a heavy ski won't necessarily have a high swing weight. On known heavy skis the ammount of tip taper will usually be a good indicator. And obviously the bigger size you buy the more swing weight. So weight at the ends of the ski make for a heavy swing weight, weight underfoot I personally don't notice.

I actually think the K2 poacher is a good example of a physically heavy ski with a relatively low swing weight.
