Strongest Adhesive

I'm looking for the strongest possible adhesive. There is a huge homeless issue where I live and I need to make an area of my porch less appealing. So I want to glue down some type jagged material or something so they stay out. Don't care about how it looks, just need them off my porch.

It depends on what you're gluing and what surface it's getting stuck to.

A nice 2 part epoxy is pretty versatile though. I've never glued broken beer bottles to my deck or anything but I feel like that would work.

Can you rig up a sprinkler over it to make it too wet to party?

Loctite makes this stuff that's like liquid nails but stronger and sticks to more stuff. I think it's called PL or something
