Keyframed bad tv?

ya that was just keyframed and bad tv was applied

now that I actualy watch the video, there wasn't even keyframing.
>Effects>Video Filters>stylize >Bad tv
Use the razor blade tool to cut roughly a second off the end of the clip you want transitioned and then drag and drop the effect.
