There are a hell of a lot of possible outcomes, but not an infinite amount. If someone comes up with the way to submit every possible bracket I'd be willing to pay half of a billion dollars for it.

In theory, if every single person on earth (7.046B) filled out a million brackets, and no two brackets were the same, there would still be a 99.9236% chance that nobody would win.

that number is quite a bit smaller because you can predict who will win the matches it is not a perfect 50-50 although it is still too high for anybody to ever actually get a perfect bracket
 
That data was for random picks. A person with moderate basketball knowledge has a 1 in 128 billion chance, which is still over 500x less than the chance of winning a powerball jackpot
