Ski boot has two size measurements

I have some old used Rossi flash boots. They say 27.5 on the inside heel, but 255 on the back. BSL is 316. My brother outgrew these in June and is now wears 27.5 Full Tilt descendants. I wear a 28.5 and when I tried to put these on they felt really dang small, like maybe more than a centimeter too small. What size do you guys think these are? My guess is the boot shell is 27.5 with a thick liner to make them fit 25.5. Thanks

Seems like the 255 is a shop inventory number to me.

25.5 is the mondo size (inner boot length in centimeters). 318 is the boot sole length.

Disregard this 318mm definitely corresponds to a 27.5 boot. A 25.5 would be around a 295 bsl give or take.
