It is going to come at the discretion of the BLM , the insurance companies, and Arron Brill (the owner). There are serious dangers with unguided skiing there. There are many snow fields that lead to cliff bands that are over 100 feet with no other way down. You really need to know the mountain before you ski it without a guide. I have skied it 7 times with guides and I still would not feel totally comfortable exploring new areas. Additionally, the San Juans are infameous for avalanches and they have to do even more detailed bombing since they do it only in the skied areas now. Once they come up with a solid map and well marked boundries, it will be much more possible. It is a sick mountain with very solid snowfall and incredible terrain. This is the 3rd year they have been hoping for unguided skiing, so I am still skeptical. If you haven't gotten down there, make the trip. It is worth it.
I own you
