Shutter Speed Help

This may be an easy question but i have just received my t2i about a month ago and have been posting here recently about night photography etc. First question is since i do not have magic lantern how long would i have to leave my shutter open on bulb to get a full circular star trail.

And secondly leaving my shutter open for about 15 to 30 sec will make my picture super bright during the daytime. Obviously because i am letting so much light in during a time hour...but i have seen pics of water falls or a pinwheel streak...or a game of pool with the ball streaks all during the day time. Basically i am asking how to leave my shutter open and get these kind of pics during the day time.
 
ok thanks mleone i see this is definitely the problem can you recommend a high quality one that is less expensive though?
 
Just get a tiffen one. You will need one to fit your lens. There are 3 different stops for tiffen ND filters. There is .3 .6 and .9. .9 is what is going to darken your image the most. I personally use a .6 for my needs. People will say that Tiffen filters arent great, but they are fine unless you get serious into photography/videography.
 
Get an ND filter. That's the only way you can get long shutter speeds without overexposing your picture. Depending on what you exactly want to do, I'd get either a 2 or 3 stop (0.6 or 0.9 respectively).

If I could recommend something, I would look into Cokin P-series if I were you. Very versatile.
