Resort Obligations?

What should a resorts responsibility be to its riders? This year was kind of crazy because we had quite a few young riders just throwing down, throwing cork 7s and 2 pretz 2s and stuff, the only problem is they do all this stuff in there backyards. Our resort for the past 2 years has neglected to build a jump and only makes one rail setup for the whole year. So I guess the question is should a resort (even if it wont make money off the park) go all out for the riders that are shredding or should they not spend extra money on running groomers/snow machines for the 10 kids who are going to use it and just kind of screw them over in terms of progressing past the backyard?
 
you answered your own question. Resorts are ultimately here to make money. Why do something that will increase their liability and waste man hours if there is little to no demand. Believe it or not ski resorts dont owe you shit.
 
Parks are expensive and park riders generally don't spend money once their season pass is bought. Simple as that. Most mountains maintain parks at a net loss because they understand it's one of the only things bringing young people out to the resort.

Plus its more like a second bunny hill to all clients. Having a park is a huge liability.
