Question about shipping

so let's say i was selling a hoodie for like $5 and said, u pay shipping. How would that all work out, would u telll the guy at the post office something like "the guy receiving this is paying for it". or like, u pay for it first, but then they pay u back...i've only ever done stuff like 10$shipped.

lets say the shipping for said item is 4 dollars. the person buying said item would then pay you 9 dollars total and then you would ship said item to said person
