ok there is like a millon threads askin how to do this so hopefully this will help

drill through the top and into the wood. much better than drilling up through the bottom. when you screw it through the top, it actually holds the pvc pipe down so it is sturdy, when you drill up through teh bottom, there isnt anything holding it down.
 
when i drill through the top i always catch on the holes... i have never really had any problems drilling through the bottom. i just stand on the wood/pvc to keep some weight on it so the screw going through the wood doesnt push away the pvc. it works really well for me.
 
Drill a hole all the way through both sides of the pvc, use one of these View attachment 573190

And clamp it to your wood do this about every 3 ft, they are really good and the pipes dont shift.

to make a flat bar style rail with more than one pvc pipe do the same thing but line up all the holes and get bigger hose clamps. This works really well because the top is completly smooeth with no holes
 
drill holes through the bottom of the pipe and through the wood and use bolts to bolt it down. super sturdy but only works on the ends of the pipe. so y0u can drill into the side of the pipe (0 degrees), the drill down through the hole 45 degrees into the wood and screw it in from there
