It's not exactly 201 and 215. It's a certain number of students getting each thing. The top 50,000 are qualified, which sends the recommendations to colleges. 35,000 get commended, which really doesn't mean much. 16,000 get semifinalist, which qualifies you for finalist. The top 15,000 get finalist, which qualifies you for a shitload of scholarships. You basically have to fail the SAT not to get finalist if you get semifinalist.
I got a 219 last year, and I'm a semifinalist. I know one of the other semifinalists at my school got a 215, but I don't think they've announced what the cutoff scores are yet.
