If i import my 1080 shots to premiere and edit them in a timeline that is really small like 640-360 ( i do this because it's much easier on my computer), and then export them out at 720. will it still be "HD" if i export it in HD?

By timeline you mean sequence right? Edit in a sequence that matches your shots and you can change the preview quality instead. Do that and then you can export it into 720.

yeah. I'm just saying what if i shoot in 1080p and then edit the footage much smaller so i'm able to zoom into the footage more rather than not be able to zoom as much (does this make sense)?

If you export your project with a larger resolution (merely a measurement of size) then your end product will have either black pillars or letter boxing.

Also, the only way to make a video easier on your computer is to actually convert it into a smaller file. Changing res does nothing.

Bottom line, If you want it easier on your computer simply convert it and let it retain most of its quality. Then export in 720p
