Please Help with Identifying Video Effect

Talking about the multiple frame/multiple video effect at 0:10 seconds.
What is effect called?
How do you create that effect? I have a complete copy of Adobe Production Premium CS5 (Premiere Pro and After Effects)
Is it a render monster, granted I have a 4 GB machine?

basically all that he did to do that is just layer a bunch of the clips on tracks above each other. then he cropped each one of them to make them different shapes and sizes and keyframed where they're located to place them all over and create a little space between each one. time consuming, but really not too hard. just a lot of keyframing maybe. wouldn't really be a render monster if you didn't add many effects to the individual clips

A hell of a lot of key framing. The only part that I don't get is how you would get the black bars to move up like that..
