using photoshop or paint shop pro, or even MSPAINT, you can resize images... and by size, do you mean filesize or the actual SIZE of the image...
for filesize just save the image in a compressed format (Gif, JPEG, PNG, etc.)
for size, you just resize the image with the corresponding tools in the program.. I'm way too lazy to list all the different techniques, but if you tell me what program you are using than I will be able to respond and tell you how to resize the image in that particular app...

Thanks, but it still didn't help. I'm trying to make the file size smaller. I want to import the flame logo from Matchstick Productions into my profile. The file is 2.03KBs and all I need to do is shave those .03Kbs off and I can put it in. It's already a .GIF and I tried changing it but it only makes it bigger. I don't know If you have any more suggestions, but if you do, post 'em.
