Photoshop Project Help

OK so I am in a photoshop calls for my last quarter of senior year and I need some help with my final project. So if there are any photoshop wizards out there I would like/need your help.

I need to make a travel packet type thing. Basically just one image promoting a city, something like this:

Requirements: 20 layers (can include pictures, text and any combo) Must have 2 masked layers and at least 1 text.
