setting up a paypal account for here to buy stuff and sell stuff, what type of account do i pick? personal, premier or business? and is there a cost for these different types of accounts? please help me out and let me know

can i still receive money as well send money without fees?

I believe If you send money as a gift there is no fee, if you send it a purchase of goods there is. You don't get a fee for receiving unless the other person doesn't pay it.

pretty sure it isa 3% fee for receiving money.

There is always a fee receiving money. And if you are going to be using ebay for any reason they charge you each month for using their services, which is basically buying and selling. If you don't do anything on ebay one month, they won't charge you.
