Painting rail

I made a rail by welding and I will paint it with spraypaint but should I leave top of the rail unpainted so it would slide better?

the paint might be sticky. And since I would assume you are planning on using the rail right away, might as well not worry about covering the sliding surface. Only reason to really paint the top is to keep rust off while waiting for the season to start.
 
And to add to my earlier comment:

I suppose if you are going for “new wave” don’t bother painting at all, let it sit outside and the trick can simply be sliding the rust off the rail.
 
Put a strip of blue painters tape along the top the whole length of the rail. Spray the rest with a DTM enamel like rustoleum and then remove the tape.

Can't imagine it would slide too well with paint. Most resorts paint the whole thing but the top gets worn down incredibly quick, same will prolly happen to you.
 
I like to rock a thick oil based paint for the frame. You can cover anything, it levels nice and looks great. Solid and won't come off easy. Put painters tape on the surface of rail, don't paint top or the corners if square. If round just run a strip down the main part you'll slide.

Some of the places I've worked that rock spray paint on frames also chip or scratch off easily. If you want to paint the top just use a light spray paint. That will scratch off on the corners and some of the top depending on how much you ride it. If I had a backyard setup I'd throw some spray on the top personally but doesn't really matter.

If you can wirebrush it down to more bare metal that'll help it slide better if it doesn't have any shit on it. If you really wanna make it shiny bust out the flap as well, just don't put grooves in it.
 
at my resort we put clear coat/corroseal on all the metal sliding surfaces in the summer.

however when we buy rails from arena snowparks they come painted on top. they slide perfect but for the first few weeks there is a big mess of paint chips all around the feature.
