Painted rail gone bad?

Yo i just bought an S rail from a local skatepark who makes rails professionally. Well i came home and since there is no snow yet i hit it up on skates and he said it was painted, but after like 15 minutes almost all the paint on top was off and it was shiny silver under neath, so now its not very smooth cuz the surface changes every like, inch depending on how much paint was taken off. So why did this happen? How come it doesn't happen at the actual skatepark where they make the rails? why aren't they chipped off? What do i use to re-paint it if i should? why aren't the mtn's rails chipped off? whad they do differently? haha, lots o questions. just lemme know what you think. thanks DUDES

buy an angle grinder and grind off all the shit, so your left with bare metal, then just paint it up agian, it was prolly just a shitty paint job. but no mater what yo do the top of the rail (where your skis come in contact with the rail) is gonna be paint free anyway.

wax, if it works great. If wax doesn't work then use a coarse sandpaper, then use a fine sandpaper and slide away!

well i was just wondering why the paint was comin off on mine but it doesn't at like, skateparks and stuff, plus mine was only used for like 20 minutes.
