We went from 4-6 overnight, to 3-5 overnight, to 2-4 overnight. Then I wake up this morning, and there is a light dusting of snow.

Shovel it up, as long as theres even a little you can work with it, you just have to shovel a lot more surface area clean.
 
Yah, I made it work. It took two hours of shoveling.

over the years I've learned that NOAA severely over estimates the snowfall amounts. but they are often the most reliable as far as overall weather goes.

 
You do realize that weather is high unpredictable and there are millions of variables... and they give you the average simulation track, but if something small changes it can offset a storm... We get way better predictions of snow amount here on the west coast because pacific storms are more predictable in path and water concentration.
 
also a good thing to do is check out the report on a couple websites and average them out. in my experience i have learned not to trust weather.com
