New Safari Problem

to use the new itunes i need to download the new safari but for some reason my mac doesnt let me download the safari when i restart my computer.
Is there any way i can get the name safari downloaded without restarting my computer? and does anyone know how to fix this problem?

this used to happen to me too, it would never restart, just hang at that updating screen forever
i don't know what i did but it just stopped at one point
macbooks suck sometimes
