Need help figuring out an actor

NS I need your help. Someone on here has to know what I'm talking about. There's an actor from back in the black & white television age that I can't identify the name of. They've used his likeness in family guy several times. He always has a very nervous demeanor and his voice is kind of constantly going up and down.

For god's sake someone help me.
 
dick van dyke?

Andy Griffith?

Ralph Kramdon?

There's another but I'm trying to remember the name... I think it's the one you're thinking of though.. I thought it was dick van dyke... but dammit now I'm having a mental block on the name... If I'm correct its the guy that's a police officer? and the only quote I think I can think of is "what's gooooo-ing ooooonn." maybe?
