My Uncle needs some help!K+ for help!

He's getting a 60d primarily for photos and he'll use the video some too probably. He was looking at a standard zoom range lens so I recommended the Tamron 17-50 (non vc) cause I have that lens I love it and think its an awesome lens. He was very stuck on getting the Canon 17-55 f/2.8 IS because of the image stabilization because he said he feels it's very important for low light photography. I really dont want him to spend so much money on a lens cause the Tamron is sooo comparable for a much better price. Thoughts? Solutions? Suggestions? Recommendations?
 
He also is looking for a flash, he was mainly looking at these 3 models,

Canon Speedlight 430EX II, 580EX II, or 600 EX RT.

He is open to other suggestions though doesn't necessarily have to be canon but he wants it to be synchronized with auto focus.... hahaha
 
look into the yougnuo 565 for flashes. cant really help you out on the lens, as i havent filled that area in my camera bag yet. once i get some money i will be buying a tamron 17-50 2.8 non vc
 
I have the Canon 17-55 f/2.8 and I would recommend it if he has the money and don't mind some extra weight, also I must agree the image stabilizer is very nice in low light condition shooting at 50mm. I also think the Canon is faster at autofocus which can be a big plus. That being said I have no experience with the Tamron but it seems very sharp and if I had to buy my own gear I would have chosen the Tamron (me and my dad share most of the gear).

Search google for some reviews and comparisons between the Canon and Tamron.
