You have just got somthing caught under the front edge of the leather outher. It wont effect the boot in any way. To fix it you could get it rivoted back down. This would involve getting the old rivots dilled out and new rivots put in through the leather outer. This would cost quite a bit unless you know someone/ can do it yourself. If you dont want to spend money or cant do it, just cut off the leather outer, it wont effect the boots performance at all.
