MPEG not work for videos

Mpeg is the best quality, and when I try to upload a vid in MPEG format, that is less than 5 megs it never works. It always says 0 kb on the video comment screen. does NS not accept MPEG? whats the problem?? I also have see other videos im MPEG format that also don't work.
