the guy made a beginner rider mistake.
he saw a danger zone in mid corner and focused on it. You simply go where you look. and when you're dead staring on that part of the corner, you are not going to be able to properly counter steer, lean and finish the corner.
he came around the corner, locked his eyes on the bicyclists, so thats where he ended up. beginner riding mistake. simple as that.

Clearly it's the bicycles fault. They were going to slow. If they had motors on them they wouldn't have been in this accident.
