Lights in Monaco

I just saw this pic, from over the weekend in Monaco.

Does anyone know what that is or how it was done? Doesn't look like syncronized fireworks, or could it be just a glitch in the camera or very powerful projections? Looks amazing either way.

it looks like this person is sitting inside somewhere and this was taken through glass. Those are lights inside reflecting off the window but you can see them in the photo
