Lightroom tech help

Has anybody ran into the issue of Lightroom operating in low quality? I'm running the latest Lightroom on my PC with a 4K screen. However, Lightroom is operating as if the screen is 1536x864. It also thinks I have Windows 8, when in fact I have Windows 10.

If I google this all I get are how to change resolution specs when exporting photos. I can't find anything on changing the display resolution of Lightroom itself.

I completely uninstalled Lightroom yesterday and then reinstalled, but it still doesn't display properly.

Hoping there's someone out there who knows a fix!!
 
Couple questions first:

-Does this issue only occur with LR?

-Are you running a tower PC with a single monitor, or is the 4K monitor an additional display that you're duplicating/extending to?

FWIW I run LR on Mac, but the low resolution doesn't sound like a LR issue to me. At least, I see no way to change it in any of the preference tabs.

With all windows minimized right click on the home screen and select display settings. Make sure your scale is 100%, and the max resolution is selected. If you're running multiple monitors they should all show up here and you will be able to change the resolution for each. I used to have a problem at my old workplace when docking my laptop to higher res screens, it would apply the low res from the laptop screen and I would have to change it manually each time.

Only LR (I have the whole CC, and the other apps work fine)

On laptop with 4K screen

I ended up reseting and doing a fresh windows 10 install and now it works fine.

Lightroom Classic. Some things I found when I was trying to fix it was that it thought I was running Windows 8, but I wasn't. My computer came with 10 installed. LR also was registering my display at a lower resolution, something like 1500×800. I updated Windows 10, my graphics drivers, uninstalled LR and reinstalled to no avail. LR also wouldn't update to the latest version. It said it was updated, but the develop module was still setup the same as older version. It was not like the latest one I had on my work desktop.

So I backed everything up and completely reset the computer. Now it works.
