Structures like that aren't legally allowed on forest service land, but you can usually get away with it pretty well till the fed finds out, and legally you can't use timber of forest service land for use in shacks like this, which are both valid points.
I honestly only feel like Breck ended up doing anything because it was brought national attention as that shack to my understanding has been around for years and I bet Breck knew about it. It's like a huge story going out about a huge chop shop in a certain area, you think the police/fed would just stand around flicking boogers out their noses or go do something about the illegal activity.
