El Nino/La Nina is a average temperature bump... Nino = warmer Nina = cooler. So if your area benefits from colder temps in terms of precip, than you should benefit, this does not mean its beneficial everywhere.

They also mirror one another, if Nino is particularly harsh, Nina should be as well.
