After watching Transitions I would say, YES! While skiing isn't as creative and popular as snowboarding, over the length of their respective histories skiing has progressed faster. If you've seen Transitions you've seen how far the sport progressed in just a very short time. It doesn't seem like it, but it was only 2 years ago that switch skiing became popular in Half Pipe comps (I know it's been around longer, but not seen in comps), and as far as big air, 12s, 14, and even 16s have been thrown, right now a 12 is a huge trick in snowboarding. Durtschi's segment in EDIAS was one of the best and most creative segments I've seen in a long time. Yes, snowboarding is more "creative" on rails, but what Andy Parry and Will Wesson and even Mike Hornbeck are doing on rails these days, the creativity is really stepping up. I do really believe that Skiing is progressing faster than snowboarding when looked at long term (from the beginning of "Freestyle" Snowboarding to today, and the beginning of "freestyle" skiing [what we know today as freestyle, not moguls] to today).
