If you look at the apps he had installed they were different on each phone (or at least in a different order). Unless the phones software is identical in all ways the test is meaningless. (I don't doubt the 4S boots faster, but if you are going to test something, then do it right). Also note the battery difference- I am sure that has some impact as well.

Most importantly- Who turns off phones?

because my iPhone 3s likes to switch between silent/vibrate and ringing on its own. My phone is off during classes and at meetings.
