It used to be that way, and maybe a year or so ago they split it into two. The problems were coming from s/t becoming too cluttered with wtb so people's threads with stuff actually for sale were getting lost/moving too fast
I don't think anything is wrong with those forums being boring -- they serve their purpose for members trying to b/s/t gear. And people do actually browse the forum, even though the thread views aren't that high.
