How to download old Sony mini dvd handcam files

Does anyone know how tf to get the files from this cam onto my phone/computer?

I bought a dvd rw reader and my computer doesn’t recognize it or says error, is it the disk reader that’s broken or just won’t work?? New ideas appreciated. Thanks
