How do you take a picture like this?

My friend wants to know how you can take a picture like this.

It's called a sequence.

You take several shots per second, then layer them onto each other.

Is there's any way to make it out of a video? Like taking screenshots and stuff.

hahhahaah good luck with that, I just bought a camera that does about 5-6 frames like that, takes really quick frames. The faster the frames go the less the quality (in retrospect with my camera)

well if its digi cam you obvs ps it, if its film you either gotta get some special lab to do it, or try and do it yourslef, which is hella hard for a begginer.

you can photoshop it but the more things that are moving per frame the harder it is to do it that way.
