How do pictures make it into the "top rated" thing

^ actually no, i have a pic thats rated like 9.47 which is higher than in top rated. i think it also depends how many ppl rate your pics.
 
ya it needs somthing like 20 votes to and there are tons of pics that are sick and never get many votes so that's annoying
