If there was a sign along the lines of "no skateboarding" (as there is at my church), skiing is clearly different but I'd respect that and not hit it. As a religious person myself though, I'd treat handrails at a church the same as any other public property, whether it's a school, park, etc. I'd personally probably leave signs alone, but I don't see any problem with hitting a church's handrails.
