High temperature urban.

I have experience with preseason urban sessions (snow from skating rink) but I can't remember what the temperature was. It would be about a 6 inch coating of snow over asphalt and it would be good if it could last for at least an hour. So how cold would it have to be for it to have some lasting power, and would salting it help slow down the melting process?
 
I've seen it done in 80 degree weather, and salting helps a bunch. 6 inches should be plenty
 
melts it faster than the snow underneath it makes an ice layer. only works with 4 inches or more of hardpack
