do new camera batteries (i.e. the Li-On ones that come with new cameras/camcorders or replacement batteries) always come completely uncharged or do they sometimes have a little charge in them????
 
my ipod turned on without me charging it when i first got it so i would say yes, some batteries might come a lil bit charged, others might because it could damage the battery to have a full charge for a long time...
 
usually all my technology (phones, ipods) come about half charged. just enough for you to set it up. cameras have always been the same way for me.
 
They ship from the manufacturer fully charged but after a few months of sitting in a box they lose some of their charge.
