Help with TV Grain/Twitch Editing

I was wondering how the TV Grain/Twitch type movement is made in this video? I dont really know what its called so I'm not sure how to search for it but its best seen at the very opening shot in the video and then at 0:42. I use Premiere Pro and After Effects CS5.

the effect in final cut is called bad tv. im sure there is something similar in premiere

twitches like these? shameless self promotion but i used that a lot for this video. its the bad tv effect on fcp7 like mentioned above
