Having issues with my T2i....

I've had the camera for about a year and a half now and never have had an issue. But now when I'm filming, the camera has trouble changing iso... It usually is just stuck where I had it last and when I can change it, the camera wont let me go below 200. I should also mention but there is also asymbol that says D+ next to the iso. How do I fix this?
 
D+ is "Highlight Tone Priority"

Go into your menu, select custom functions(C.Fn), scroll over to item #6(C.Fn II: Image Highlight Tone Priority) and select Disable.

and voila, ISO 100 is back in business
