If i'm in the USA, and I dont have healthcare, can Canada give me refugee protection?

I'm

being persecuted for being poor and not being able to afford it, its a danger to my health not having

healthcare, and it can be considered cruel and unusual punishment right?

I wonder if they will let us trade citizenships haha. It's a hell of a lot easier to become a canadian citizen. Just move here, live here for 2 years and then write a test (basically). Now for us canadians who want to head to Cali or Colorado even just getting permanent residence is tough, let alone becoming a citizen.
