Free website or program that you can mix on?

I'm looking to see if anyone knows of a free website or perhaps free program that would allow me to edit my songs (basic editing) like cutting some parts out and linking songs together.

I don't want like a full blown production thing. I'm looking for a user-friendly program/website to do basic effects on cuts on my songs, thanks.
