Exposed Film Effect in Premiere

Shit, I've been trying to figure this out for a while now. Can anyone explain to me exactly how to do this?

buy an Arri and shoot 16mm. that should get you results :)

yea i have some old film burns on my pc, let me see if i can find any for you

Jeff figured this one out over the summer.. Just use tint and motion and move the tint around and switch up on the brightness and colors.. also add in some scratchy lookin frames... to mix it up.

 
you could probly do it way more in detail and make it lookd better in after effects tho... if you let it play too long it looks really cheap and fake.. its gotta be quick.
