nah, don't get that. The 18-55mm f/3.5-5.6 kit lens is ok at best, and will last you for a little while until you learn the ropes. but that other lens will be just a waste of money. try to avoid lenses with non fixed apertures (meaning lenses that say something like f/3.5-5.6 instead of just f/3.5), especially for video. if $400 is more than you see yourself being able to spend on a lens in the future, a DSLR is not for you.
as has been said, the T2i, T3i, 60D, and 7D all have the same sensor, so video will look the same out of all of them.
