Drop down menus on pc pissing me off

so this thing keeps happening when i open drop down menus (like file, edit, view, etc..) when i choose an option, the selection bar with the shortcut and the name on it stays on the screen. it seems like it's frozen on the display since everything moves around and appears to be behind it.

has anyone else had this happen to them?

i have gone into the display settings and played around with refresh rates on my screen, but nothing seems to work without restarting my computer a few times...

anyone know a better way to keep this from happening?
 
it's nothing to do with the program i don't think... it's happened mostly on menus in my n64 emulator, but has also happened on spider solitaire and itunes. once i click it, the menu bar just stays where it was on the screen and there's no interaction with it, only that it's on the display.

Control alt delete usually does the job for me when I need to refresh a frozen screen. It's kind of hard to tell you how to fix your problem, considering what a broad range of things can cause a screen to freeze. At this point, the best advice I can give you is to try to keep to the programs running on your computer to a minimum.
 
does it only happen with your browser? try reinstalling it.

maybe update your graphics card driver
