Drivers ed help

In my drivers ed book it asks me to list the three elements of the highway transportation system it gives me the first letters of each, the letters are V S P but i cant find anything with all three of them the only thing that i can think of is Vehicles Space Pedestrians, i cant find it in the book, any help?

remember to signal when you 3 point turn and paralell park thats what they failed me on for my g2... really chapped my ass and anctually put it in park when they tell u to road side stop or paralell park
doing those things and doing average on the rest will guarantee you a pass
