I was thinking and... what about a photo lab season pass type thing? Where you pay a certain amount and get unlimited developing for a year or something. I pay 10.99 + tax right now. I think this would be a pretty sick idea...

A bunch of places near me do that sort of a thing, about $20 for 3 months, you get access to the darkrooms etc. You just have to supply your own developer. My school has a $5 per month fee and everything is included.

yeah my previous school had a shitty photography program, but im switching to one with a really good media arts/com tech/photography reputation. And media arts is in my first semester, so ill talk to the teacher about that.
